Job Title Senior Program Manager C2ISR JSTARS Job Type Full-time Location Warner Robins, GA 31098 US (Primary) Category Information Technology, Intelligence, Logistics Job Description Credence Management Solutions, LLC is seeking a Senior Program Manager for Joint Surveillance and Target Attack Radar Systems (JSTARs) for RAFB GA., who will provide senior level leadership for program and project acquisitions, OEM management, PWS/SOW execution, analysis, technical assessments and management of day-to-day high-level programmatic operation responsibilities and data in support of the C2ISR JSTARS Program level projects. These positions will support the government customer in an Advisory and Assistance (A&AS) role to the functional team IPT based on an understanding of the C2ISR USAF transition and an ever-changing dynamic status Command, Control, Intelligence, Surveillance, and Reconnaissance Job Responsibilities Manage the internal acquisition requirements for mission sustainment activities of OEM supporting the programs/projects annually, and must have extensive acquisitions knowledge, Statement of Work and/or Performance Work Statement, Contract Data Requirements Line Item (CDRL), DID and ACRN. Ability to determine and understand the applied Air Force Instructions (AFI) and Regulatory policies to support annual, with a clear understanding of mission requirements, cost containment and savings efforts, and proper execution of programs. Properly assess priority of activities with the supporting IPT staff in order to realize the optimum and most efficient outcome in order of priority and timely responses in line with government direction. Coordinate and facilitate the JSTARS Cybersecurity Working Groups. Provide information to multiple multifaceted agencies and organizations utilized to update and sustain weapon system capabilities. Assist with development and maintaining an organizational or system-level cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures. Ensure that cybersecurity inspections, tests, and reviews are synchronized and coordinated with affected parties and organizations. Maintain a repository for all organizational or system-level cybersecurity-related documentation. Consolidate and provide information from databases containing program data ranging from requirements management; OEM Management, CCB---s, ERB---s technical evaluations as it relates cybersecurity constraints and authorizations. Interfaces with operational community, Program Office and OEM to validate cybersecurity solutions to support warfighter needs. Understands financial information and annual budget planning, understanding of ACRN---s and color of money as it relates to ongoing programs in support of C2ISR AF sustainment projects and specifically to ACAT and multifunctional IPT teams. Analyze project data to recommend best COAs, for mission requirements, budgetary recommendations and OEM management as it relates to JSTARS programs. Coordinate all programmatic documentation of record, OEM correspondence for programs/projects, Blue Charts, Forecast, CLS Brochure data, CCB and ERB presentations and leadership briefs, manage cost, schedule and performance with a clear understanding for acquisitions and sustainment in support of program management. Assists with cybersecurity-related events or configuration changes that may impact DoD IS and PIT systems authorization or security posture are formally reported to the AO and other affected parties, such as IOs and stewards and AOs of interconnected DoD ISs. Supports configuration and approval of IT, below the system level (i.e., products and IT services), in accordance with applicable guidance prior to acceptance into or connection to a DoD IS or PIT system Must have high level of Programmatic and IS understanding to support high level program activity with an understanding regarding program execution of JSTARs cybersecurity requirements from an overall standpoint of program management, cost, schedule and performance, with a technical understand of requirements. Job Experience Requirements A Minimum of 8-10 years proven DoD/PM programmatic related experience. Experience working on high-visibility or mission critical aspects of a DoD Governmental programmed performing all functional duties independently. Experienced in JSTARs and/or C2ISR Weapon Systems strongly desired. Experience overseeing the efforts of all staff assigned to a specific job and/or project, IPT or overall team effort. Candidates must be able to brief to top government leadership, have excellent written and verbal communication skill sets, be positive in a demanding environment while remaining flexible. Education Requirements Bachelor---s Degree in related discipline, or relevant DoD experience at senior level of 12+ years Experience and/or certification in PMP , SEC+ , and RMF strongly desired. Security Clearance Requirements Top Secret required, a minimum of a Secret security clearance is required to begin work, must be able to upgrade satisfactorily to TS with special access privileges. Candidates will be subject to a government background investigation and must meet eligibility criteria for access to classified information. U.S. Citizenship is required.
